If you are looking for an expanding backpack on a budget then the Matein Expandable Laptop Backpack is probably your best choice. You can usually grab one for under $50 and it has a few features that are normally only found in much more expensive bags.
The hidden pockets are some of our favorites features. On the front of the backpack you have a discreet flap pocket that can comfortably fit an iPad, notebook or similar flat item.
