A personal item is any bag that can fit underneath the airplane seat in front of you. If a bag is too large to fit underneath the seat it will considered carry-on baggage and will have to placed in the overhead bin. Travelers with Basic Economy tickets, are often only allowed one personal item bag and will be charged an extra fee for any carry-on item they board with.

Say goodbye to baggage fees! The Knack Pack Series 1 has to be one of our favorite travel backpacks for travel thanks to its expandable travel compartment and myriad of clever travel features.
It's the little things that make the Knack Pack it such a pleasure to use, such as lockable zippers, a trolley sleeve to attach the bag to a suitcase, and anti-microbial lining on the inside to prevent stinky smells.
Knack Packs come in three sizes: Small, Medium, and Large. For use as an under-seat bag, we recommend going with the size Small, which can fit underneath the most airline seats when fully expanded. Our testing: We found that the Knack Pack Series 1 Small can fit eight t-shirts inside the main compartment and an additional 20 t-shirts inside the expandable packing compartment, giving you a total of 28 t-shirts!
Although the Knack Pack offers the most packing space out of any bag on this list, it measures slightly over the 18x14x8 personal item measurements with a 9” depth (the maximum is 8”) when fully expanded. Just be careful not to overpack this bag when expanded and you should have no issues fitting the Knack Pack underneath your airplane seat.

However, this backpack really shines as a small pack for in-flight entertainment and comfort staples like tech, sweaters and a neck pillow. If you are looking for the perfect one-bag travel bag to avoid airline fees, you might one to go with another option with more internal packing room.

Our favorite are the thick handles on each side of the bag to make it easy to grab the backpack from both underseat storage and overhead compartments. Add in a trolley sleeve for attaching the backpack to rolling luggage and you have the perfect companion for weekend getaways and business trips.
The main compartment on this backpack was made for easy packing. We could easily fit 2-3 days worth of clothing inside the main compartment. Of course, your mileage may vary depending on if you are light or heavy packer but it’s fair to say that the tomtoc Votage-T50 makes a great option for one-bag carry on quick trips.
Our testing: The tomtoc Voyage-T50 20L can fit 20 t-shirts inside the packing compartment. When you consider that you still have a separate tech compartment that can hold a laptop, tablet and accessories in the rear as well as exterior pockets for extra storage, you are looking at a lot of packing space for such a compact bag. We found that the front of the backpack will bulge outward when overpacked. However, even when the bag is stuffed to the brim it will still fall under the 8-inch depth requirement for airline travel.

This is the kind of peace of mind you'll be thankful for when bag on strict flights.
Don't be fooled by the Kanken's small size! Anyone traveling with a basic economy ticket on Frontier or Spirit Airlines will appreciate the wide open main compartment that can fit more than you think. This is thanks to the Kanken's simple construction. There aren't many pockets on the inside to take up much needed packing room.
Our testing: The Fjallraven Kanken Laptop 15 can fit 22 t-shirts inside the main packing area while still giving you the outside laptop sleeve for your tech and a pocket up front for smaller items. No matter how you pack the Kanken, it will always stay under the airline size restrictions.

Troubadour is known for their great quality backpacks and you can be sure to expect lots of pockets for organization and a high end design that is sure to turn some heads at the airport. The Bivy Tote Backpack is no exception to this rule. It gives you lots of space on the inside to pack for a short trip and must-have pockets for water bottles, small travel items and a laptop.
The fact that you can turn it into a tote bag scores some big points if you plan on using it as a daybag at your destination. Need a nice bag for dinner? This is the bag you'll want to bring. Expecting rainy weather? No problem, the Bivy is made with water resistant materials and zippers (in fact, it's one of our favorite waterproof backpacks for women).
Our testing: The Troubadour Bivy Tote Backpack can fit 24 t-shirts inside the main compartment making it a great option for one-bag trips. This bag does have a tendancy of ballooning when overpacking, making it wider than the stated 11-inch width but it does not go over the 18 x 14 x 8 maximum size in linear inches. In other words, even if you stuff it full, this bag can squeeze underneath the seat because it’s not structured. Was that too confusing? We hope not.

Inside we were able to fit our in-flight essentials like a laptop, water bottles and light jacket. So, if you are looking for a bag that can be used for multi-day travel packing, you might want to look at some of the other options on this list.
Our testing: The Sherpani Soleil backpack can fit only 14 t-shirts inside the main compartment. This backpack isn't ideal as a packing backpack for one-bag travel but we do recommend it as a personal item when paired with a larger carry-on bag or checked luggage. Matein makes an affordable laptop backpack for both travel and daily carry that we recommend to those on a tight budget. Now, there are two versions of this backpack: the 15.6 inch and 17 inch versions. For personal item travel, get the 15.6 inch version.
Some great features you can expect from the Matein Travel Laptop backpack are lots of pockets for organization, a hidden pocket for valuables and a passport and a USB port for charging. Matein doesn't say what the capacity of this backpack is but we guess it's around 20-25 liters.
Our testing: The main compartment of the Matein Travel Laptop backpack can fit 22 t-shirts making it a great Spirit or Frontier Airlines personal item bag for packing to avoid additional charges. When packed full the depth of the Matein backpack is closer to the 8" depth personal item limit but will still be compliant.

This rolling luggage pairs perfectly with travelers who want to keep luggage fees to a minimum on budget airlines. The roomy interior will give light packers enough room for a 4-5 trip with extra pockets on the inside for organizing toiletries.
Unlike other underseat luggage with exterior wheels, the Amazon Basics Underseat Carry-On has only two rear recessed wheels to keep its size at a minimum. This makes this luggage a sure bet for using on airlines like Spirit, Frontier, Allegiant and American Airlines. Now, that’s a win!

The Timbuk2 Division backpack is currently one of our favorite personal item backpacks for flights. The USB port is connected to a cable on the inside where you can plug-in a portable power bank. Most backpacks with USB chargers DO NOT include a power bank and you must bring your own. The price of a battery pack should be considered when choosing a backpack with a USB charger since you will have to purchase one seperatly if you do not already own one.
We like backpacks with integrated USB chargers because they are usually the cheapest option out of the bunch. But the bad news is that the technology in the USB ports themselves is often outdated and you may find the charging port useless if you were ever upgraded your phone that doesn’t use a traditional USB charger. Incase ICON Laptop Backpack
Incase is known for their high-quality backpacks and the ICON is no exception! The Incase ICON is often regarded as one of the best backpacks for electronic devices currently available and it’s easy to see why. The Able Carry Daily Plus backpack is a perfect choice for wearing in the city because it has great features and a simple design. The 21 liter size is perfect for carrying daily essentials. We found that we could fit items like a few notebooks, a jacket and our tech with some room to spare.
This backpack is also one of the most comfortable backpacks we have tested. The backpack straps are very cushioned. And the back panel features supportive foam panels for breathability and support.
The Daily Plus backpack is slightly bigger than Able Carry's Daily Backpack. It has more pockets, better organization but with the same classic design. If choosing between the two, go with the Daily Plus.
Chrome Barrage Cargo
The Chrome Barrage Cargo is one of the toughest commuter backpacks on the market. It's waterproof, so your stuff stays dry even in the worst weather. Our favorite feature is the cargo net on the outside. It gives you extra storage for stuff like bike helmet, shoes, or bags from unexpected shopping trips. The roll top also allows you to use the Barrage Cargo as an expandable backpack to add more room inside by unrolling the top.
We have to be honest and say that this isn't an urban laptop backpack. In fact, there isn't even a padded laptop sleeve. Instead this is a backpack for those who need a tough-as-nails waterproof bag over a backpack with a million pockets. It's a commuter bag for those who value simplicity over marketing gimmicks.

Although we made sure to feature the best urban laptop backpacks, we had to make the exception with the Chrome Barrage Cargo. The Chrome Barrage Cargo does not have a padded laptop sleeve, instead it's just one big waterproof bucket for your stuff. No laptop compartment. No million pockets for school supplies. Just a good reliable roll top backpack.
But we had to include the Barrage Cargo for its construction. It's tough and reliable.
The outer shell of the Barrage Cargo is made of rugged 1050D nylon, and the inside of the main compartment is lined with a heavy-weight waterproof tarp. The shoulder straps can be adjusted with metal buckles, not plastic. Add in Chrome's signature seat-belt sternum strap buckle and better control over weight distribution with heavy loads. If this backpack ever does fall apart (doubt), Chrome has you covered with a lifetime guarantee.
Troubadour Pioneer Backpack
Troubadour does two thing very well: water resistance and comfort. They also have amazing pockets. Ok, so it does three things very well.
The Troubadour Pioneer can be best described as a jack of all trades. It's a sleek backpack for business days. A gym bag when you need it thanks to its bottom shoe compartment. And most of all, the highly water resistant urban backpack you've been looking for.
We can't express how nice Troubadour bags feel in person. There is something about the vegan leather trim and soft lining in the pockets that give it a certain je ne sais quoi. We wrote a Troubadour Pioneer review if you want a closer look at the details.

It would be impossible to list all of the different features the Troubadour Pioneer offers in a short blurb. So you will have to take our word for it that this backpack can do it all.
First of all, this backpack compact at only 23.5 liters that doesn't give you the bulky profile of bigger backpacks. This is a huge plus if you find yourself navigating crowded areas in the city. But what it lacks in size it makes up in organization. If you need a backpack with a spot for everything, then this is the backpack for you. There are plenty internal pockets for every thing from a phone to tech chargers. The outside of the bag also gives you two water bottle holders and extra pockets for small items like a phone or wallet. Pair these features with waterproof zippers and you have the perfect urban daypack.
DB THE RAMVERK Backpack
The Db Ramverk is a clamshell backpack designed for urban creatives. What sets the Ramverk apart is its special lay-flat main compartment, which makes it easy to pack large items clothes or a camera cube. Inside, there are also mesh pockets to help you stay organized with small items.
As a commuter bag, the Db Ramverk is incredibly stylish. It has soft adjustable shoulder straps for all-day comfort. Additionally, the bag is made of PU leather with metal hardware, which gives it a handsome appearance that matches well with life in the city.

A Lightweight Urban Laptop Daypack
The Db Ramverk features a unique design that can be best described as part lux designer bag and part tactical city backpack. On one hand, you have a PU leather exterior and aluminum metal hardware which gives it high end feel. But then there are sports elements like exterior straps and hooks for Db modular hook-up system.
As an urban laptop backpack, Db includes a separate padded laptop compartment that was designed to fit a up to a 15” Macbook Pro. Chargers, cables and tech accessories can all be stored inside the numerous mesh pockets that line the main compartment.
One feature that Db doesn’t get enough credit for is their innovative rib cage construction that allows for a lightweight and slim backpack without compromising on internal packing room. Instead of traditional foam padding, Db uses ABS “ribs” that are not only much lighter than traditional panels but also provides great protection to the inside of the bag.
tomtoc TechPack-T73 X-Pac Laptop Backpack
A larger backpack for those who need to carry more. The tomtoc TechPack-T73 can be divided into two compartments: the tech compartment and the massive 30-liter main compartment opens nice and wide for easy packing of bulky items. Inside the tech compartment you'll find a 16-inch laptop sleeve and separate table sleeve.
There is nothing worse than trying to find small items inside a dark pack. tomtoc solves this by lining the inside with a bright orange fabric so that you can quickly spot your items. Combine these clever little details with super comfortable adjustable shoulder straps and you have one of the best city backpacks on the market today.

An Innovative Urban Daypack
What sets the tomtoc TechPack-T73 apart from other urban daypacks is its great pocket placement and emphasis on comfort. This combination of features makes it one of the best backpacks for city life.
We really like the variety of external pockets on this backpack. The front panel is made from X-pac, a waterproof fabric, and the front pockets are equipped with water resistant zippers for a one-two combo of protection from rain. These front pockets make it super easy to stash away items when you are on the move. Other external pockets include a water bottle holder and a zippered side pocket for protecting small items like earbuds, a wallet or phone. As for comfort, we are very impressed with the adjustable shoulder straps on the tomtoc TechPack-T73. They are thick and wide so that you can comfortably carry heavy loads. tomtoc has really upped their game for this backpack and we are pleased with the results!
